Sadly probably less than 1% had a bug out bag or a plan if the dam were to fail. Like most people they do not even have the govt recommended three day supplies in case of an emergency.

Oroville Dam Evacuation

So your sitting out on the front porch of your retirement home in Marysville California on a typical Sunday evening, admiring the view and thinking about how peaceful the area is when a sheriff's car turns into your driveway. A young deputy gets out and announces that you must evacuate the area because the Oroville Dam is overflowing and may actually burst. This will cause a 30 foot high wall of water to flow downstream and wipe out any structures along the banks of the Feather River where you live. The towns of Marysville and Yuba City could be wiped off the map. Do you think any of these residents have a bug out bag packed? How much gas is in the car's tank? How much time do I have to pack a few things? How long will we be gone from our home and where will we go? What about our pets and livestock? In an instant your life can change from being a content retiree to a refugee with no place to live. Its a bad strategy to buy a home that sits below the tallest dam in California. Its not probable that the dam will fail, there have been no problems since it was built and its been in use since 1968 but the severe drought has exposed the bedrock and now its been raining all winter and the lake has re-filled causing it to overflow. Bad things happen to good people and this is why a simple thing like a bug out bag and some elementary supplies like drinking water and canned food should be in your vehicle at all times, just in case the unforeseen bad thing happens.
